Job Description:
Leads the strategic sourcing of complex and/or mid-to-high level
goods and services for the university community incorporating
customers needs, organizational goals, and market conditions. This
position will be responsible for sourcing the more difficult and/or
high spend categories, which will require high attention to detail,
consistent interaction with university stakeholders and leadership,
and an affinity for completing projects under sensitive
timelines.
Essential Duties:
Manages and facilitates highly technical and enterprise-wide
sourcing and supply chain initiatives.
Guides and influences stakeholders to troubleshoot complex sourcing
and/or purchasing issues.
Facilitates strategies for new or improved sourcing and supply
chain initiatives.
Performs analysis to ensure proper decision making in mid-to-high
level sourcing opportunities, including, but not limited to,
detailed analysis of contracts, spend data, usage patterns, future
demands, industry trends and benchmark data.
Negotiates supplier agreements with limited guidance of the
Strategic Sourcing Manager and in conjunction with the assigned
Contract Specialist.
Collaborates with university leadership and other stakeholders to
produce best-in-class bids that will result in cost savings and
operational efficiencies.
Draft RFPs for mid-to-high level projects in collaboration with
stakeholders before publication.
Utilizes online competitive e-sourcing tool to facilitate all
formal activities related to competitive bidding events up to
successful completion of contract award.
Manages supplier contracts including but not limited to strategic
and marketplace suppliers.
Measure and manage supplier performance and participate in ongoing
business reviews with the strategic suppliers to ensure accurate
pricing and effective levels of service.
Engages with sourcing personnel at peer institutions on
collaborative sourcing engagements where applicable.
Actively participates in strategic sourcing process improvement
initiatives with the intent of optimizing efficiency and speed.
Process mid-to-high level purchasing transactions according to
state and federal statutes, policies established by the Arizona
Board of Regents and institutional policies and procedures.
Salary:
$68,000 to $77,000.
Desired Qualifications:
Bachelors degree in business, supply chain management, procurement
or other related field and three (3) years of supply chain or
procurement experience, OR, seven years equivalent experience from
which comparable knowledge, skills and abilities have been
achieved. CPSM / C.P.M.; Six Sigma Certification (Yellow, Green, or
Black Belt), MBA or MLS/MPA is preferred but not essential.
Working Environment:
Activities are performed in an environmentally controlled office
setting subject to extended periods of sitting, standing for
varying lengths of time and walking moderate distances to perform
work.
Frequent bending, reaching, lifting, pushing and pulling up to 25
pounds.
Regular activities require ability to quickly change priorities,
which may include and/or are subject to resolution of
conflicts.
Evidence of effective communication skills.
Minimum Qualifications:
Bachelor's degree and three (3) years of experience appropriate to
the area of assignment/field; OR, Any equivalent combination of
experience and/or training from which comparable knowledge, skills
and abilities have been achieved.
