Job Summary
The Director of Civil Rights and Investigations is responsible for
overseeing and managing all aspects of civil rights compliance,
enforcement, and investigation processes within an organization or
institution. This position ensures adherence to applicable federal,
state, and local laws, such as Title VI, Title VII, Title IX, ADA,
and other anti-discrimination regulations. The Director provides
leadership in fostering an inclusive and equitable environment by
addressing complaints of discrimination, harassment, and
retaliation, conducting thorough investigations, and developing
policies and practices to promote compliance.
Essential Functions
50%- Conducts highly confidential investigations of workplace and
student complaints of discrimination and retaliation under Title
VII and Title IX of the Civil Rights Act of 1964, the ADA, MCCCD
non-discrimination policies, and other related laws or regulations.
Develops investigation plans; manages active cases from initiation
to completion; ensures responsive and timely resolution of cases.
Identifies and interviews witnesses; gathers or researches
information necessary to form conclusions that may support or
refute allegations. Accesses and analyzes records and information
relevant to investigations.
20% -Provides leadership, guidance, interpretation, and advice on
the adherence to applicable civil rights and non-discrimination
laws or regulations. Ensures compliance with codes, regulations and
laws. Exercises accountability for functional activity and related
decisions. Serves as knowledge expert in area of assignment.
Provides training and education on civil rights policies, reporting
mechanisms, and preventive measures to employees, students, or
stakeholders. Provides input into the tactical, strategic and
long-range planning for assigned areas. Provides district-wide
leadership in the area of assignment; provides leadership,
direction, and guidance to those assisting with work related to
student rights and responsibilities. Represents the assigned
department or District function to the public, other agencies and
partners; responds to/resolves difficult or complex inquiries and
complaints. Attends, convenes and/or facilitates meetings; serves
on committees. Testifies in agency hearings and in court when
needed.
15%-Lead, develop, and oversee the investigations framework and
processes to ensure thorough, fair and timely resolution of
complaints. Directs and oversees the development and implementation
of internal investigatory policies, processes, and procedures;
ensures policy direction is implemented.
10%Tracks and monitors data in regards to regulatory compliance;
conducts and analyzes data and information; identifies trends,
prepares reports or presents information as needed to inform
stakeholders, and college or District leadership and
executives.
5%-Serves as the District's Title IX Coordinator and Performs other
duties as assigned.
Minimum Qualifications
Bachelor's degree from a regionally accredited institution in
education, student development, counseling, legal studies, ethics,
conflict resolution, negotiation, peace studies, any discipline of
ethic/gender/diversity or inclusion studies, public policy, public
administration, business, labor or employment relations, human
services, human resources, ethics, political science, social work,
criminal justice, sociology, communications, anthropology,
psychology, behavioral science, developmental studies, or a related
field and seven (7) years of relevant professional experience in
counseling, dispute resolution, policy analysis and interpretation,
investigations, student conduct/judicial affairs, or Title
VII/Title IX compliance, in a university or educational setting, or
similar compliance experience in a corporate or municipal
setting.
OR
Master's degree from a regionally accredited institution in
education, student development, counseling, legal studies, ethics,
conflict resolution, negotiation, peace studies, any discipline of
ethic/gender/diversity or inclusion studies, public policy, public
administration, business, labor or employment relations, human
services, human resources, ethics, political science, social work,
criminal justice, sociology, communications, anthropology,
psychology, behavioral science, developmental studies, or a related
field and five (5) years of relevant professional experience in
counseling, dispute resolution, policy analysis and interpretation,
investigations, student conduct/judicial affairs, or Title
VII/Title IX compliance, in a university or educational setting, or
similar compliance experience in a corporate or municipal
setting.
OR
Ph.D. from a regionally accredited institution in education,
student development, counseling, legal studies, ethics, conflict
resolution, negotiation, peace studies, any discipline of
ethic/gender/diversity or inclusion studies, public policy, public
administration, business, labor or employment relations, human
services, human resources, ethics, political science, social work,
criminal justice, sociology, communications, anthropology,
psychology, behavioral science, developmental studies, or a related
field and three (3) years of relevant professional experience in
counseling, dispute resolution, policy analysis and interpretation,
investigations, student conduct/judicial affairs, or Title
VII/Title IX compliance, in a university or educational setting, or
similar compliance experience in a corporate or municipal
setting.
OR
Juris Doctor from an American Bar Association accredited law
school, and three (3) years of professional legal experience in any
setting or relevant professional experience in counseling, dispute
resolution, policy analysis and interpretation, investigations,
student conduct/judicial affairs, or Title VII/Title IX compliance,
in a university or educational setting, or similar compliance
experience in a corporate or municipal setting.
OR
An equivalent combination of education and/or experience sufficient
to successfully perform the essential duties of the job such as
those listed above, unless otherwise subject to any other
requirements set forth in law or regulation, may be considered

is accepted for this minimum educational requirement.
Desired Qualifications
1. Professional experience in higher education.
2. Demonstrated familiarity with laws and regulations specific to
colleges and universities, including Title IX, Section 504, FERPA,
VAWA, HEA, GLBA, and Title VII.
3. Experience as a lead investigator of complaints under Title VII
or Title IX of the Civil Rights Act of 1964.
4. Writing sample demonstrating strong investigatory and analytical
skills, coupled with sound judgment.
5. Understanding of and familiarity with working in a shared
governance work environment.
6. Demonstrated experience working with and/or maintaining working
relationships across multiple disciplines and all levels of an
organization.
Special Working Conditions
Working Conditions: Work is routinely performed in an indoor,
office environment. Some work may involve occasional outdoor
environments with exposure to a variety of weather conditions,
including rain, wind, dust, cold temperatures and extreme desert
heat. May involve exposure to uncooperative individuals,
victimized, distressed, and/or traumatized individuals, and involve
topics of a sensitive and highly emotional nature. Work may involve
high internal and/or external visibility.
Travel: Work may involve travel throughout the District or to
adjacent areas.
Work Schedule: The Maricopa Community College District has
functions that operate 24 hours per day, seven (7) days per week,
365 days per year. While a typical schedule consists of normal
working hours during the week, due to the work associated with this
classification, work during nights, weekends, holidays, or
otherwise non-standard work times may occasionally be required.
